Foul Play Uncovered at Dover Downs

A Dover Downs employee allegedly takes bribes from players.

Detectives from the Delaware Division of Gaming Enforcement investigated Kimberly Finch on suspicion of issuing unauthorized player cards for free slot play.

Detectives say Finch was placing unearned and unauthorized free credits on several cards in addition to conspiring with players. Three players allegedly gave Finch money and gifts in return for more than 31-thousand-dollars in free slot play.

The three players were arrested earlier this month and have been charged with identity theft, felony theft, misdemeanor theft and conspiracy.

Finch faces charges of identity theft, conspiracy, and theft, misdemeanor theft. She's being held on nearly 50-thousand-dollars bail.
